2360 Hegemony Document

The Hegemony Document was a document released by the Lothyran government in 2360 which laid out the future of all Lothyran puppet states amidst rising administrative cost, resistance and resentment. The idea was to cut unnecessary administrative costs while expanding and maintaining the current sphere of influence.
