Five members of the [[Esperiy Council]] are elected from within the council to serve as impartial presiding officers, known as speakers. The five will then be presented to the House of Representatives in an election to see who the primary speaker will be, with the losers becoming deputy speakers. Usually, House of Representatives appointees from the council would be prioritised but because no appointments had been made, one of each country was nominated. These were usually high profile and experienced civil servants, judges, or prominent backbenchers.

==== Committee appointments ====
The House of Representatives contained many committees consisting of primarily backbench representatives to debate and scrutinise pieces of legislation. The most important committee is the Standards Committee which handles conduct of representatives, the impeachment of the president and members, procedure of other committees, and the setting of standards. The number of committees headed by each party is determined by parliamentary makeup and then assigned via negotiations by whips of each party. A chair for each committee is elected at the start of the session via secret ballot, where candidates are nominated with a requirement of at least 10% of representatives from that party endorsing them. Once a chair is elected, parties will assign the other 10 members of each committee via parliamentary makeup where possible. For this session, 170 committee members needed to be chosen (10 members * 17 committees). A chart of the parties number of members allocated is below.
