The [[High Kingdoms Broadcasting Company]] (HKBC) is a federal entity that is controlled by the independent [[High Broadcasting Union]], but funded by the government and is therefore politically neutral and a {{WPlink|state broadcaster}}. It also owns state-level broadcasters in each constituent countries, which then in-turn also control more regional state broadcasters. Due to federal law requiring a state broadcaster, most state-level budgeting is controlled federally, with management being relatively independent and under scrutiny of each devolved government.
