The first test of the new democratic reforms were after a long-term People's Socialist Party Zack Sutts, representative for Arkegyll, passed away after a long illness on 23 October 2462. A by-election was scheduled alongside the gubernatorial elections all held on 9 November 2462. The by-election saw the Conservative party win, increasing the Tories in the House from 10 to 11 seats - and giving the Empheri conservatives their first seat ever. This was because the Nationalist party did not run due to funding issues, and the Liberal party did not run due to deadline and internal issues, allowing the Conservatives to sweep the right wing vote, while the PSP suffered lower turnout and votes going to the Green party candidate instead, who was well liked likely. However, all three candidates win over thirty percent of the vote making it a very tight race.
 
The gubernatorial elections saw pretty much expected results. Liberals and Socialists won the majority of province governorships with 29 and 23 respectively. The JCPK, Alliance, and BVP all won 5 governors tying for third, a very respectable number for minor parties. Janvariye Jin received 4 governors, the Conservatives and Nationalists received 2 governors, and Pink Daphnes won just the Vitoria province.

During the summer, two more representatives would die in office, both in Ahitereira and both in Inysta. The first was Zalaşar Joa of Zgjõplau who died in a freak accident on 19 December 2462, and the second was Diega Maneli of Gaupé who died of old age on 30 December 2462. Both by-elections were scheduled simultaneously for Thursday 15 February 2463, amid budget discussions. During these by-elections, Gaupé was held by the incumbent Liberals, but Zgjõplau was gained by the King's party, making it the second by-election to be won by a Conservative candidate in less than a year, and in fact the only party to win any by-election apart from an incumbent party.

The budget was passed on 27 March 2463, a month following the by-elections, 443–87. It primarily focused on channelling money to the new provinces to kickstart local development, and raising funding in line with inflation. Because of the increase in population and number of elections, a reform was made to require candidates to place a deposit in order to run for election. This disadvantaged smaller parties who maybe couldn't afford to run in every seat.
 
On 29 June 2463, six years to the day after the terrorist attack in Rosetta, the same group Rose Valeria committed another attack. This attack took place in Georgina, and two representatives were killed. The President and many public figures denounced the attacks. The group stated that they believed the northern areas of Empherias were being penetrated by mass numbers of Alaxian immigration and opposed transnational railways going through nationalist areas. President Tyrpitz, former President Richelieu, the two monarchs, and prime minister Sofia Hopkins held a memorial service in July, as police surveillance was increased in the region until October. By-elections were held subsequently on 20 August 2463 for the ''Neiderveil and Neraals'' and ''Spoorbreik'' congressional districts. Both districts were incumbent holds.

Prior to the dissolution of the House of Representatives, a representative for the Liberal Party of Ahitereira and Koresa was suspended and removed as a representative. Normally, a by-election would be held, but it was considered too close to the legislative election and thus was left vacant.
 
=== 2464 presidential and legislative election and 2464–2469 presidential term ===
The 2464 legislative election was held on 6 November 2464. The main issues of the campaign centred on rising nationalism, immigration between areas, and a translation of local issues onto the national stage, which made each part of the country vastly different in political trends. The Red Bloq despite being incumbents had remained relatively quiet on the campaign, and set out less radical budgets and policies than many had expected. To many on the centre, they accepted this more moderate approach that the government had taken and were okay to re-elect them. Many on the left-wing were upset that the Red Bloq were not as ambitious, but most saw national governments as more important and more powerful and focused resources there, defaulting to the Red Bloq here. The issue of immigration was not particularly about outside immigration, but mainly immigration from within different HKA countries. For example, nationalism rose in the north of Empherias due to immigration of Koresans and Ahitereirans there, while nationalism also rose in areas of Ahitereira due to Peryzi workers immigrating to low-skill jobs in the central regions to get a better life. In all countries, the amount of candidates dropped due to funding issues around the new deposit rules, which helped or hindered specific parties where ideologies opposite split. The lack of any real leadership in the Liberal party also hindered their ability to project themselves across the country. President Tyrpitz had been disowned, and former President Richelieu was relatively absent during the campaign.
 
In Ahitereira, the incumbent Liberal government there had been slowing down its agenda in government, and the Conservative vote attempted to coalesce around some candidates. A rise in nationalism didn't help there. In Koresa, their parliament had only existed for a brief time and the Liberal party which had ruled for the majority of the past twenty years were mired in corruption and scandal, which saw a great rise in conservative parties, alongside nationalist parties who already had a root in the country. In Empherias, the People's Socialist Party had been in power since 2441 to some degree, but it had recently recorded a great result in the 2463 elections, which benefitted the incumbent Red Bloq government. Nationalism rose in some parts of the country, but fell in others, and the Liberals were hurt. In Peryzium, many seats were expected to be two or three way races, but the pre-polling saw the incumbent Red Bloq to do slightly worse, but overall holding on. The incumbent government were criticised for rising emigration out of the country, but they insisted they had a plan for change, and the Liberals of Peryzium failed to capitalise on this. Nationalist and conservative parties did very well here in response. In Kiavalar, politics was very regionally-focused, but in general Janvariye capitalised on their status outside of the governing coalition hoping to overtake the JCPK once again, but congressional districts had dropped significantly due to rising costs.
