This world cup would be the first to not be invite-only, and include a qualification round. Solan, the hosts, automatically qualified. Furthermore, because of organisation difficulties, North Qatesh and East Qatesh nations would be assigned a set number of slots but would not have a qualification round, with nations being invited by the IFP. West and East Alaxia's confederations would combine into one qualification system, while Acoria would have a separate qualification system.
