The Obadiah Democracy Index is an index composed by the Zoeng Institute, a thinktank that serves as the political science section of Obadiah Sciences Inc., a Great Kashini and Ceironian Union based research company which itself is a subsidiary of the Obadiah Conglomerate. Similar to the Meridian Development Index, also formulated by the Zoeng Institute, the index primarily revolves around political rights. Other internationally relevant indexes of similar nature include the Sapient Development Index, Grigorevich's Freedom Standard and the Species Equality Index.

A country's ranking on the index is judged through a series of fifty mattersquestions, of which measure political freedoms, plurality in governance, equality in liberties amongst other matters. An average is sorted upon the judging of all fifty cases, with a low score indicating a low level of democratic integrity, and a high level suggesting the contrary. Depending on the average, the nation is slotted into one of five categories: distinguished democracies, quasi democracies, hybrid regimes, autocratic regimes, or totalitarian regimes. First published in 2496, since then new editions of the index have been published annually.

An average out of the fifty cases is made, a majority of the questions containing three or two options. A zero is granted for answers that are defined as evident of a lack of democracy, a half point to mixed responses, and a full point to judgements that clearly define a following of democratic principles. There are two versions of the index, one originating from the results made by Zoeng Institute members, and another by a public opinion survey. The institute recognises the potentiality of bias in its conclusions.

The cases are divided within four categories:
