A country's ranking on the index is judged through a series of forty-eight questions, of which measure political freedoms, plurality in governance, equality in liberties amongst other matters. An average is sorted upon the judging of all forty-eight cases, with a low score indicating a low level of democratic integrity, and a high level suggesting the contrary. Depending on the average, the nation is slotted into one of five categories: distinguished democracies, quasi democracies, hybrid regimes, autocratic regimes, or totalitarian regimes. First published in 2496, since then new editions of the index have been published annually.
== Methodology ==
An average out of the forty-eight cases is made, a majority of the questions containing three or two options. A zero is granted for answers that are defined as evident of a lack of democracy, a half point to mixed responses, and a full point to judgements that clearly define a following of democratic principles. There are two versions of the index, one originating from the results made by Zoeng Institute members, and another by a public opinion survey.
