The Treaty of Nieuwbourg was a treaty signed by Empherias and Koresa in 1 July 2400, and ratified by both nations later in 8 July 2400. Later, the agreement was amended in 2404, 2448, 2450 and 2472.

Background[edit | edit source]

Prior to the agreement, the Kingdom of Empherias held no coastline and thus no major naval ports on the coast for international trade. This let Koresa and Palakkinen hold whim over the Ewynn river that connected Wynnoa to vital trade links with the rest of the world. A port on the coast could allow for substantial growth, whereas Wynnoa and other major cities on Ewynn had to deal with city growth and river congestion. A port on the coast could allow for new railways to be built.

Previously, Empherias had asked for large portions of land to connect Empherias with a substantial land bridge with the coast. These negotiations fell through although Empherias did gain a similar land bridge to the coast through the 2416 Acquisition of East Durbinia.

Negotiating Stances[edit | edit source]

Koresa was very conservative with the amount of land it was giving away and wanted substantial pay outs of money to allow the port's construction. There was considerable pushback on whether to call the land official sovereign land of Empherias. There was also worry that this could remove Koresan influence over Empherias' politics where it loses power of the ability to blockade. There was also a worry that the railways being owned by the Empherias government would effectively create strips of Empherias inside Koresa.

2400 Treaty of Nieuwbourg[edit | edit source]

Article I - Nieuwbourg[edit | edit source]

  • The land mentioned in the upper body of text will be leased to Empherias until the repeal of this document by the government of Ahitereira-Koresa at a minimum notice of three years.
  • Nieuwbourg, as it will be named, will be recognised as under control of Empherias.[1]
  • The government of Empherias will have the ability to set tariffs on the port directly or through the use of local government.

Article II - Payment[edit | edit source]

  • The lease will be paid for by a $1,000,000 yearly payment to the Koresan government.
  • 50% of all profits earned by tariffs on the port would be paid to the Koresan government.

Article II - Workers[edit | edit source]

  • Nieuwbourg will be built with at least forty-five percent Koresan workers, and at least forty-five percent Empheri workers.
  • A railway will be built from the port to the closest city on the border of the nation (Vreimer) for processing trade. This will be owned by the National Empherias Trading Association (NETA) as a company and only used for trade.
  • A domestic railway will be built from the port to the closest city on the border of the nation (Vreimer) for welcoming investors and diplomats and any visitors. This will be owned by the AI nation and can be accessed by all people.

Article II - Border Control[edit | edit source]

  • A non-aggression pact will be signed between the AI nation and Empherias to serve for the next 10 years, with the option to be renewed.
  • Border control will be removed. This will allow demilitarisation on both sides of the border to happen (although not required, but Empherias will)
  • All tariffs will be removed on goods travelling between the AI nation and Empherias.
  • There will be no checks on good travelling between the AI nation and Empherias.
  • Empherias and AI nation citizens will be able to work and travel in both nations.
  • The port and any land infrastructure will be built using 50% AI nation workers and 50% Empherias workers.
