'''Wynnoa''', is a province in [[Empherias]] containing the capital city, [[Rosetta–Georgina]]. Wynnoa is also sometimes used to refer to the capital itself, having been a nickname for the capital for centuries. The city stands mostly on the north bank of the River [[Ewynn]] in central Empherias, but has a few boroughs in the southern bank. Wynnoa has been a major settlement for half a millennia being declared a city by [[Prins Ristie]] in 1998, and becoming the capital incity from 2106 to 2296. The [[Borough of Rosetta]] has been the location for the [[73rd Government of Empherias|national government]] and [[Parliament of Empherias|parliament]] since it was moved from [[Esthullen]] in 24392436. It, alongside the other nineteen boroughs, comprise the modern borders of Wynnoa. Each borough acts it's own municipality but all boroughs are governed under the [[County of Wynnoa]], led by the [[Wynnoa Assembly]] and [[Mayor Wynnoa]]. The current Mayor of Wynnoa is [[People's Socialist Party of Empherias|socialist]] [[Alex Russell]], having taken over from socialist [[Lena Brandst]] in 2491. The largest in terms of population, and the richest economically, is the [[Borough of Rosetta]].
