Wynnoa is a province in Empherias containing the capital city, Rosetta–Georgina. Wynnoa is also sometimes used to refer to the capital itself, having been a nickname for the capital for centuries. The city stands mostly on the north bank of the River Ewynn in central Empherias, but has a few boroughs in the southern bank. Wynnoa has been a major settlement for half a millennia being declared a city by Prins Ristie in 1998, and becoming the capital city from 2106 to 2296. The Borough of Rosetta has been the location for the national government and parliament since it was moved from Esthullen in 2436. It, alongside the other nineteen boroughs, comprise the modern borders of Wynnoa.

Each borough acts as its own municipality but all boroughs are governed under the Wynnoa State Council, led by the Wynnoa Assembly and Mayor of Wynnoa. Currently, the city is controlled by a majority Labour-led group in the assembly, and Labour mayor.

Wynnoa is one of Alaxia's most important cities. It exerts considerable influence on the arts, entertainment, fashion, finance, media, tourism and research. Wynnoa's universities are notable with many students coming from all of the world, most notably the Royal University of Rosetta. It hosts the Wynnoa Stock Exchange. The home stadium of the Empherias Football Club, Rosetta Stadium, has hosted the High Kingdoms Football Cup multiple times, and hosted the final of the katabola IFK World Cup in 2460.

As of 2526, the province has a population of 14,403,509.

The first homosexual establishment in Wynnoa, and by extension Empherias, was Hancock's House of Homosexuals in 2318. Founded by Eddard Hancock, a member of Parliament from the Borough of Alexandria, the site of the establishment was on 11, Raese Street. HHH, as it was called colloquially became a hot-spot for queer members of the aristocracy and government, even sporting several visitations by Isaac Campbell during his premiership. Despite the taboo status of homosexuality at the time, the punishment for acts such as sodomy, and being homosexual weren't set or codified. Subsequently, Campbell's toleration and appreciation of HHH is believed to have effectively ended the taboo, at least in the city of Wynnoa and amongst the aristocracy. It wouldn't be until 2403 that homosexuality, for both male and female sexes became officially legal. On top of the legalisation, partnerships and marriages also became acceptable. Since the founding of HHH, which exists to this day, over a dozen homosexual nightclubs and gentlemen's clubs exist on Raese Street. The street also has a nickname, the Capital, mostly due to the majority of it being inhabited by LGBT people, which itself is referred to as the Gay Quarter.
