It was the first by-election held in HKA history. Turnout was much lower than the last legislative election. The Liberal party did not run due to disagreements selecting the candidate, while the Nationalists did not run due to funding issues. The Green candidate Maya Promeif was very popular in the constituency and Duncans, the PSP candidate, did not have incumbency bias.
