The Provisional Government of Empherias is the period of government during the 51st Parliament of Empherias between 1 January 2397 and 28 March 2402. Rijkdottir Abigail I invited Felix D'laminet to form a new government and become Prime Minister following the resignation[1] of Hayden Edward. He began preliminary selection for cabinet members in December 2396 having been in contact with the Rijkdottir for several months following the 2395 Revolution of Empherias. The parliament was made up of just one party, the Populists, who held 367 appointed MPs. The remaining 233 MPs were independent crossbench MPs appointed by the Rijkdottir - many of which had served in either previous local governments or the previous parliament. The government was dissolved on the outcome of the 2402 General Election, leading to the formation of the 52nd Government of Empherias.
The main agenda of the government was reconstruction following the revolution, stability domestically and abroad, and the precedent of new democratic processes. It is often called the provisional government as there was no election to determine any MPs, the party, or the leadership of the parties. Some believe this makes the government illegimate or a soft dictatorship. However, criticisms of this argument draw that the same people in government received a mandate in the 2402 general election, and ruled as democratically as possible while rebuilding the country.
