The Borough of Rosetta is one of fifty Wynnoa boroughs. The borough sits around the River Marnie and the River Turing, both are tributaries of the River Ewynn. The borough contains the settlements of Rosetta, Morrison, Turing, Grangrel and Marnie Greens.

The borough borders the Borough of Winswepp, Borough of Kaldwryn, Borough of Wrettel High, and the Borough of Georgina. It is both the largest in terms of population, and the richest economically. The west of the borough includes Rosetta which contains the commercial capital of the country. Hundreds of businesses headquarters there, with skyscrapers taking up the skyline. Merigold Street in particular contains the headquarters of top brand companies and the Wynnoa Stock Exchange. Rosetta Stadium is located in Marnie Greens, not Rosetta, and is the largest stadium in Empherias and is the home team stadium for the Empherias Football Club, and Rosetta FC. Marnie Greens is the least populated part of the borough containing a large amount of green and empty spaces, creating a large gap from the otherwise large busy centre. Marnie Green Leisure Centre is the biggest leisure centre in Empherias and is mostly outdoors. Grangrel is the weakest part of the borough economically, with it having a large amount of homelessness and poverty compared to the rest of the borough. As of 2499, the Borough is run by 3 socialist councillors and is subject to the Wynnoa County Assembly.
