The Provisional administration, officially the First D'laminet administration, was the government of Empherias between 1 January 2397 and 28 March 2402. It was the first administration formed without an electoral mandate since Henry Alamekas III' formation of the Fifth Alamekas administration 297 years earlier. Rijkdottir Abigail I, following the 2395 revolution, invited Felix D'laminet to become Prime Minister and form a new government in order to bring in new reforms to recover. The Prime Minister selected 366 individuals to become members of parliament for the Populist party - many of these individuals would later join other parties yet to be created such as the People's Socialist Party. Once a majority of seats had been filled by the government to ensure stability, the remaining 233 vacancies were selected by the Rijkdottir to be independent politicians from all types of backgrounds in order to challenge the government. No official opposition formed. The government would be dissolved in 2402 in time for the 2402 general election which formed the Second D'laminet administration.

The main agenda of the government was creating a convention of new democratic values for future parliaments to follow; introduce a collection of new reforms targeting reducing poverty, creating equality, and introducing several civil liberties. Stability after the revolution was a key policy of the government.
